    Market figures: Land in Berlin

Berlin land market is emerging from a multi-year correction. The Gutachterausschuss reports the average Bodenrichtwert at EUR 1,308/sqm for 2025 (+4.0%) easing to EUR 1,271/sqm for 2026 (-2.8%), while top values fell roughly EUR 100/sqm into 2025. The downturn since 2022 - triggered by inflation and the end of ECB zero-rate policy - cut inner-city values by up to ~5% and peripheral values by up to ~10%, with office-oriented commercial Bodenrichtwerte reduced by as much as 20% from 1 January 2025. Prime multi-family land remains expensive in absolute terms, peaking near EUR 19,000/sqm on the Kurfuerstendamm. The demand story is housing. Against an acute shortage, the city is activating very large publicly-owned land banks: Berlin TXL / Urban Tech Republic on the 500-ha former Tegel airport (research-industrial park plus the ~5,000-home Schumacher Quartier), the ~160-ha Blankenburger Sueden (~8,600 homes), the 70-ha Elisabeth-Aue (~5,000 homes), and Buch V (~2,500 homes). Much of this is delivered by municipal companies GESOBAU and HOWOGE, often with half of homes at regulated rents - committed demand that de-risks absorption but limits open-market land trading. The binding constraint is planning, not price. Schemes advance only as Bebauungsplaene are resolved, GFZ/GRZ densities are fixed and enabling infrastructure is funded; Buch V roughly 2,500 homes have been reported at risk pending planning, and Blankenburger Sueden depends on an M2 tram extension. Tradable supply is thin - the Gutachterausschuss identified only three development-ready multi-family land contracts in Berlin in 2025 - which supports values for sites that are genuinely B-Plan-ready. For the next twelve months the picture is repricing-complete-in-prime, permit-risk-dominant. Entry pricing has improved after the correction, repriced office-oriented commercial land offers conversion opportunities, and de-risked public quarters offer scale. The clearest pitfalls are sites without a secured B-Plan, peripheral plots still exposed to softening, and land contingent on unfunded transport extensions.
